NID Mandatory for Health Insurance From Poush 1, 2083: Who It Affects and What to Do Before 16 December

National ID mandatory for health insurance in Nepal from Poush 1, 2083 (16 December 2026) for ages 16 and over; exempt 90 and above and severe disability; update at eportal.hib.gov.np

As of 2 November 2026 (16 Kartik 2083). The decision and exemptions are from TechPana’s report of 16 Kartik 2083 on the Ministry of Federal Affairs circular, and eKantipur’s report of 19 Asoj 2083 on the Health Insurance Board meeting. We could not read the circular itself. Poush 1, 2083 falls on Wednesday 16 December 2026.

The NID mandatory health insurance rule now has a firm start date. From Poush 1, 2083 (16 December 2026), every citizen aged 16 or over will need a national identity card number (राष्ट्रिय परिचयपत्र) to enrol in the government health insurance programme, renew it, or use it at a hospital.

On Monday, 16 Kartik, the Ministry of Land Management, Cooperatives, Federal Affairs and General Administration sent a circular to every rural and urban municipality asking them to implement the rule, TechPana reported. That gives insured families about six weeks to add their NID numbers.

How the decision was made

The idea is not new. TechPana reports that the Home Ministry had already published a notice in the Nepal Gazette making NID mandatory for health insurance nationwide from Shrawan 1, 2082. It was not enforced.

This time, the Health Insurance Board (स्वास्थ्य बीमा बोर्ड) set a fresh deadline. According to eKantipur, the Board’s second meeting under chair Suvas Pyakurel decided to require the NID for everyone aged 16 and over from Poush 1. Spokesperson Bikesh Malla said the aim is to verify identity, stop duplicate enrolment and strengthen KYC (know-your-customer) records.

The Board then wrote to the Ministry of Federal Affairs, which sent the circular to all 753 local levels. It asks local health insurance coordination committees to update insured families’ records and inform the public.

Who is exempt

TechPana reports two groups who do not need an NID for health insurance:

  • citizens aged 90 and above, and
  • citizens with severe disabilities (अति अशक्त).

Children under 16 are not covered by the rule. Their details stay linked to the family’s insurance as before.

What you need to do before 16 December

  1. Check whether you have an NID number. It is printed on your national identity card. If you only did pre-enrolment, check your status; our guide to checking your national ID card status shows how.
  2. Log in to eportal.hib.gov.np with your registered mobile number or email.
  3. Update KYC for each family member aged 16 or over and enter their NID number. The Board has said all insured families, general and targeted, must update their details on the e-portal.
  4. If you did not give an NID at enrolment, TechPana reports you can also update it through your health facility (the first service point where you are registered).
  5. From 16 December, carry your NID number when you go for treatment under health insurance.

If your name or date of birth is different on your citizenship and NID, fix that first. Our guide on NID, citizenship and birth certificate mismatches explains how.

If you do not have a national ID yet

Get one now. Apply for NID through the Department of National ID and Civil Registration process, which our national ID card complete guide explains, with the documents required.

Six weeks is not long if the NID office in your district is busy. Families with members working abroad should check early how those members will add an NID number.

What changes at the hospital

From Poush 1, the hospital or health post will ask for the NID number before giving service under insurance. eKantipur also reported that the Board decided to recognise digital health records and claims sent through hospitals’ electronic medical record (EMR) systems, in line with existing law. For you, that means identity checks at the counter will rely more on your NID number than on your insurance card alone.

How the Board pays hospitals is covered in our health insurance hospital payment guide.

New enrolment and renewal

If you are joining health insurance for the first time, or renewing, you will need NID numbers for every member aged 16 and over from Poush 1. Our step-by-step health insurance online enrollment guide covers the e-portal, the Rs 3,500 contribution for up to five members and the documents list.
