Registering an NGO in Nepal is a two-office reality that catches people out: the District Administration Office registers you, and the Social Welfare Council is a separate step. Understanding which applies when saves months.

Step One: The District Administration Office

⭐ The statutory requirement is seven or more persons. The Association Registration Act 2034 provides that seven or more people may apply, submitting the proposed name, objectives, names and addresses of management committee members, financial sources, office address, a copy of the statute and the prescribed fee. The local authority inquires and issues a registration certificate.
A conflict worth knowing: one professional source states a minimum of nine executive committee members. The Act says seven applicants. A commonly described committee structure is a president, vice-president, secretary, treasurer and at least three members — which is seven. If your district asks for nine, that is a local practice rather than the statutory figure. Ask, and do not be surprised by either answer.

A requirement of 33% female representation on the executive committee is widely reported. We could not identify the instrument imposing it — it may come from a directive rather than the Act. Plan for it regardless; it is good practice and it is what districts appear to expect.

On fees and timing: reported at roughly Rs 6,000 in total across ward, District Administration Office and Social Welfare Council, with processing of four to six weeks. These vary by district and are unverified — ask your DAO.

Annual Renewal — Do Not Miss This

Registration is not once-and-done. Renewal at the District Administration Office is annual and mandatory, reportedly within three months of fiscal-year end, though we could not trace that deadline to a statutory provision.

What renewal needs

Renewal application, annual progress report, audited financial statements, minutes of the annual general assembly, tax clearance certificate and updated committee details.

Why it bites

The audit and the tax clearance take time. An organisation that leaves renewal to the last week discovers the accounts are not ready.

The Act itself requires the management committee to submit accounts with the auditor’s report — so the audit obligation is statutory even where the renewal timing is not clearly published.

Step Two: The Social Welfare Council — Genuinely Contested

⚠ Sources directly contradict each other on whether SWC affiliation is mandatory, and we could not settle it.

One reading: affiliation is required for all organisations doing social welfare work, under the Social Welfare Act 2049, and is a precondition for tax-exempt status.

The other: affiliation is only needed when you receive foreign grants or work with international donors.

The Social Welfare Council’s own website was unreachable throughout our research. Ask the Council directly before assuming you are exempt.

One thing is unambiguous: an organisation wishing to receive and mobilise foreign grants must obtain separate project approval from the Social Welfare Council for each project, with the Council reviewing the proposal, the donor and the budget. If foreign funding is part of your plan, SWC is not optional and the approval is per project, not once.

Reported affiliation and renewal fees conflict — and so does whether affiliation runs for one year or three. We are not going to pick a number.
