As of 13 October 2026 (27 Asoj 2083). Documents and steps are from the official namsari page of the Transport Management Office for motorcycles at Gurjudhara, Bagmati Province. Fees are from that page and from the Gandaki Province Finance Act, 2083. The attendance rule is from the Department of Transport Management’s notice of 12 October 2026.
The namsari process in Nepal moves a vehicle’s ownership from the seller’s name to the buyer’s in the registration certificate, the bluebook. Namsari (नामसारी) simply means transfer of name. Until it is done, the tax, the fines and the legal responsibility for the vehicle stay with the person named in the bluebook.
For a second-hand bike or car the process has five steps at the Transport Management Office: form, payment, vehicle check, document check and the stamp. The fee itself is small. What takes time is arriving with every paper in order.
Quick answers
| Question | Answer |
|---|---|
| Where | The Transport Management Office where the vehicle is registered |
| Before you start | Tax and renewal must be paid up to the current fiscal year |
| Main papers | Original file and bluebook, namsari form, both citizenship certificates, buyer’s photos, valid third-party insurance |
| Namsari fee, motorcycle | Rs 1,000 at the Gurjudhara office in Bagmati; Rs 500 in Gandaki Province |
| Namsari fee, private car | Rs 800 in Gandaki Province |
| Who attends | Seller, and the buyer or a person holding the buyer’s power of attorney |
Before you pay the seller: three checks
- Tax and renewal are clear. The Gurjudhara office states that the vehicle’s tax, renewal and any other dues must be paid up to the current fiscal year before namsari. Ask to see the latest tax receipt. If years are pending, agree who pays them.
- The seller is the person in the bluebook. If the name is someone else’s, that earlier transfer has to be done first.
- Engine and chassis numbers match the bluebook. The office will inspect the vehicle.
Our guide to bluebook renewal and vehicle tax shows how to work out what is pending.
Documents required for namsari
This is the list the Gurjudhara office publishes for an ordinary sale between two individuals.
| Document | Detail |
|---|---|
| Vehicle file and bluebook | Originals. If the file is not with you, it is collected from the office’s file store |
| Namsari form | With a Rs 10 ticket stamp affixed |
| Receipts | Tax paid up to the current fiscal year, and the namsari fee |
| Tax print | A printout of the vehicle’s tax record, issued at the office |
| Citizenship | Originals of both seller and buyer, and a copy of the buyer’s |
| Photos | Three recent passport-size photos of the buyer |
| Insurance | Third-party insurance that has not expired |
The office adds that it may ask for further proof depending on the case.
The namsari process, step by step
The same office sets out five steps. Counter names differ from office to office, but the order is the same.
- Take the form and the tax print. Get both from the help desk and affix a Rs 10 ticket to the form.
- Pay the tax and the fee. Pay the namsari fee and any tax and renewal due up to the current fiscal year at the bank or revenue counter, and keep the receipt.
- Have the vehicle inspected. Take the vehicle to the technical section for inspection.
- Submit the papers. Go to the section that handles your registration number. Buyer and seller confirm the transfer in person. This step is called sanakhat (सनाखत).
- Collect the stamped bluebook. Once the papers are verified, the bluebook is signed and stamped at the registration section.
The office’s own warning is worth repeating: nothing is payable beyond the amount on the revenue receipt, and original documents should not be handed to middlemen.
Does the buyer have to be present?
Not compulsorily, since 12 October 2026.
The Department of Transport Management’s notice of that date says a buyer no longer has to appear at the office. A representative can attend with:
- the buyer’s warisnama (वारेसनामा, a power of attorney);
- the representative’s own original government identity document;
- the buyer’s photograph;
- the buyer’s original identity document.
The Gurjudhara office’s page still says buyer and seller must both attend. It may not have been updated yet. Before relying on a representative, ask your office whether it has started applying the notice. We explain the notice in full in our article on the new vehicle namsari rule.
Namsari fees
Provinces set the fee, so it differs.
Gandaki Province, fiscal year 2083/84
| Vehicle | Private | Public |
|---|---|---|
| Motorcycle or scooter | Rs 500 | Rs 800 |
| Small vehicle: car, jeep, van, pickup, tempo, power tiller | Rs 800 | Rs 1,000 |
| Medium vehicle | Rs 800 | Rs 1,500 |
| Large vehicle | Rs 1,000 | Rs 2,000 |
The schedule adds one note. When a vehicle is bought with a guardian named for the owner, an extra fee equal to the namsari fee is charged.
Bagmati Province, motorcycle office at Gurjudhara
The office’s page gives the namsari fee for a motorcycle as Rs 1,000.
What the total looks like
The fee is rarely the main cost. Pending tax is. Two examples for Gandaki Province, as our own arithmetic:
| Case | Namsari fee | Tax and renewal due | Total |
|---|---|---|---|
| 150 cc motorcycle, tax paid for this year | Rs 500 | Nothing | Rs 500 |
| 150 cc motorcycle, this year’s tax not yet paid | Rs 500 | Rs 5,000 tax and Rs 300 renewal | Rs 5,800 |
Insurance is extra if the policy has expired. Our guide to third-party vehicle insurance covers the cover and the premium.
Special cases
The Gurjudhara office lists the extra papers for three situations.
A company buys or sells the vehicle
- An original letter from the organisation agreeing to the transfer and naming its authorised representative.
- Certified copies of the registration certificate and the PAN or VAT certificate.
- A copy of the tax clearance certificate for the last fiscal year, and the organisation’s stamp.
- A copy of the updated share register.
- A copy of the decision of the board or the shareholders to buy or sell the vehicle, made by the majority shareholders.
The owner has died
- An original recommendation from the ward office naming the nearest heir.
- The owner’s death registration certificate, original and copy.
- The heir’s citizenship certificate and a recent photo.
- Where there are other heirs, their written consent.
The owner is abroad
- An official power of attorney issued through the Nepali embassy in that country.
- A copy of the receipt for the fee paid for the power of attorney.
- If the embassy cannot email the document to the office, it is sent from the email address of the person giving it to the office’s official address.
- The original citizenship certificate of the person receiving the power of attorney, who must attend in person.
Seven mistakes that stall a namsari
- Paying the seller before checking the tax record.
- Buying from someone who is not the person named in the bluebook.
- Arriving with an expired insurance policy.
- Bringing copies when originals are required.
- Letting a middleman hold the bluebook and citizenship.
- Forgetting the buyer’s photos.
- Leaving the vehicle at home on inspection day.
A simple sale agreement helps
The office does not list a sale deed among its documents. A short written agreement between buyer and seller is still sensible. It records the price, the date the vehicle changed hands, the registration, engine and chassis numbers, and who pays any pending tax. If a traffic fine or an accident is dated after the handover and before the namsari, that paper shows who had the vehicle.
If you are still choosing a vehicle, our bike price list has current official prices for comparison with second-hand offers.
