The good news — adults can still register their birth, provided the event falls within the law’s scope and the facts can be proven.

Can Adults Register a Birth?

Yes — if the birth occurred after the earlier 2033 civil registration law came into force and the facts can be established. Since 35 days have long passed, this is late registration and currently carries a Rs 200 fee. Age alone is not a valid reason for a ward office to refuse — but older events require stronger evidence, and a sarjamin or police report may be requested.

Births occurring before that earlier law took effect cannot currently be newly registered as vital events, per the Department’s interpretation. In those cases, ask the ward about the option of having the event certified by the ward chairperson.

Who Acts as Informant?

The father or mother is the primary informant. If they aren’t available, an adult (18+) family member may act. Where there is no family or legal guardian, the ward chairperson can serve as informant. Even if you attend in person as the adult concerned, the law’s designated informant and relationship evidence still matter.

  6. When issued, compare every field against your citizenship and academic documents.

If You Already Have Citizenship but No Birth Certificate

An issued citizenship certificate is strong supporting evidence for your date of birth and parents’ details — but it does not guarantee the ward will issue a birth certificate without verification.
