This is the second fortnightly draw of the करदाता प्रोत्साहन उपहार कार्यक्रम (Taxpayer Incentive Gift Program), the bill lottery announced in the FY 2083/84 budget and run by the Inland Revenue Department. The second round covers purchases made Shrawan 16 to 31, 2083. Selection is done by computer from the pool of qualifying transactions — every personal purchase above Rs 100 that was either paid digitally or had its bill uploaded to the portal.

One note on the count: Nepali outlets reported the number of fortnightly winners differently on announcement day, some saying sixteen and some seventeen. The published list carries seventeen names — one bumper plus sixteen others. Treat the IRD notice as the authority.

What a winner actually receives

The headline number is not the number that reaches your account. Prize money is windfall income under the Income Tax Act, 2058, and 25 percent is deducted.

The odd-looking Rs 1,33,334 is deliberate — it is the gross amount engineered to leave a clean Rs 1 lakh after tax. So when you read “Rs 1 lakh winner”, that is the net figure, and it is correct.

The real story: bill uploads went up 50 times

The names change every fortnight. The number worth paying attention to is this one.

Manual bill uploads rose roughly fiftyfold in one fortnight. That is the entire policy working as designed: the scheme was never really about giving away Rs 10 lakh, it was about making millions of ordinary customers ask for a bill. Every uploaded bill is a transaction a shop can no longer keep off its books.

The model is borrowed from Taiwan’s Uniform Invoice Lottery, running since 1951 on exactly this logic — turn the receipt into a lottery ticket and let customers do the enforcement. Nepal tried a version around FY 2064/65 that faded out. The difference this time is automatic QR integration: over three crore entries arrived without anybody uploading anything.

If you won: what to do within 15 days

The claim window is short and it is not extended. Winners of this draw have until Bhadra 16, 2083.

1. Verify your coupon against the official notice on the IRD website — not against a screenshot forwarded on Facebook or Viber.
2. Go to your nearest Inland Revenue Office and file an application claiming the prize. This is done in person, at an office, not over the phone.
3. Carry your documents: citizenship certificate, your personal PAN, the original bill or transaction record for the winning purchase, and your bank account details for the payment.
4. Keep the original bill. This is where people fail. Even if you paid digitally, hold the physical bill until the prize is settled.

Expect the “you have won” scam calls

A public list of names and prize amounts is an open invitation to fraud, and Nepal has seen this pattern after every public draw. The script is always some version of: your prize is approved, pay a small processing or tax fee first, or share the OTP so we can transfer it.

Three rules for your family, and especially for older relatives:

• IRD does not phone you to release a prize. You go to the office; the office does not chase you.
• No genuine prize requires you to pay anything first. The 25 percent tax is deducted from the prize, not collected from you in advance.
• Never share an OTP, MPIN, wallet PIN or bank password with anyone, for any reason, including someone claiming to be a government officer.

• Paying by QR or digital wallet? You are entered automatically. Nothing to upload. Make sure your personal PAN is linked in the app you pay with.
• Paying cash? Take the bill and upload it on the IRD portal. That is the step 3,57,149 people took last fortnight and 7,077 took the fortnight before.
• Minimum Rs 100 per purchase, personal purchases only, and the seller must be PAN or VAT registered.
• One bill, one coupon — the amount does not change your odds. A Rs 350 purchase won Rs 10 lakh this fortnight; Rs 250 won it last fortnight.
