Last updated: July 2026 (Shrawan 2083). Portal behavior changes with updates — if a fix here doesn’t match what you see, trust the portal’s own messages first.
It’s Sunday morning, quota is disappearing by the minute — and eDLVRS won’t let you in. eDLVRS login problems (OTP not arriving, forgotten passwords, “account already exists”, endless loading) waste exactly the minutes that matter most. Here are the 9 most common login/OTP failures and the fixes that actually work, collected from real applicant experience.

Once you’re in, the field-by-field form guide from this morning takes over. Quota already gone? The quota-full playbook is here.
First, the Basics That Fix Half of All Problems
- Confirm you’re on the real portal: applydl.dotm.gov.np — bookmark it; don’t Google-and-click ads.
- The form window is Sun–Wed, 6 AM–10 PM. Outside it (and on public holidays), parts of the portal simply won’t proceed — that’s not a bug.
- Use an updated browser; clear cache or try a private/incognito window before blaming the system.
The 9 Problems and Their Fixes
1. OTP not received
Wait the full timer before resending — multiple rapid resends can invalidate earlier codes. Check: phone has signal, SMS inbox isn’t full, no spam-blocker app is filtering government shortcodes. NTC/Ncell delivery can lag at 6 AM peak; 2–3 minutes of patience beats 5 resends. Still nothing after several tries? Try once more later in the window — carrier-side delays clear.
2. “Mobile number already registered”
You (or someone using your number before) created an account earlier. Don’t make a new account with another SIM — use Forgot Password on the existing number and recover it. One person, one account, always.
3. Forgot password
Use the reset flow → OTP to your registered mobile/email → set a new password. Save it in your phone’s password manager this time — you’ll need this login through exams, payment and collection.
4. Wrong number registered (typo / old SIM lost)
If OTPs go to a number you can’t access, you can’t self-recover. Contact/visit your transport office with your citizenship to get the record corrected — take ID proof of the correct number too.
5. Page stuck loading / button does nothing
Peak-load symptom. Refresh once, or switch browser/device. Mobile data sometimes routes better than crowded home Wi-Fi at 6 AM (and vice versa). Don’t hammer submit — duplicate submissions create their own mess.
6. “Details not found” when linking citizenship/NIN
Your typed details must match records exactly — recheck district code, number format, BS date. If your name/DOB genuinely differs across documents, fix the records first: document mismatch correction guide. Similar record-matching failures happen on Nagarik App too — that fix guide is here.
7. Account locked after failed attempts
Too many wrong passwords triggers a temporary lock. Stop, wait (typically minutes to an hour), then use Forgot Password instead of guessing again.
8. OTP arrives after expiry
Carrier delay. Request a fresh code and type it immediately — have the SMS app already open. Avoid copy-paste lag from notification previews on some phones.
9. Portal says session expired mid-form
Long idle time while hunting documents kills sessions. Prepare files first (checklist), then fill the form in one continuous sitting.
When It’s Not You: Portal-Side Outages
If nothing loads for anyone (check with a friend, or our social channels where we flag outages), it’s server-side. Your only move is timing: try the less-crowded mid-window hours — late morning Monday–Wednesday — instead of fighting the Sunday 6 AM rush for tasks that don’t need fresh quota.
FAQ
Can I use one account for my whole family?
No. Applications are identity-linked — each applicant needs their own account with their own number. Shared accounts cause record conflicts that surface at the counter.
Does deleting and re-registering fix OTP problems?
Usually it makes things worse (“already registered” loops). Recover the existing account; only the office can properly untangle duplicates.
Is there an official helpline?
Support contacts, when published, appear on dotm.gov.np and provincial office notices. Beware unofficial “helplines” on social media asking for OTPs — that’s a scam, always. OTP कसैलाई नदिनुहोस्।
I can log in but the apply button is disabled. Why?
Most often: outside the Sun–Wed 6 AM–10 PM window, a public holiday, or your application is already at a stage where that action doesn’t apply. Read the on-screen notice text — it usually says exactly why.
