The pattern is familiar from every Nepali disaster: banks and insurers move first because CSR budgets exist and board approval is fast; business houses follow; the government’s own salary gestures set the political tone. What is different this time is the speed of the count itself — the Finance Ministry publishing a bank-by-bank total within 36 hours is new discipline, and it makes the fund harder to whisper about and easier to verify.

How the money is being received

The government has made the Finance Ministry the focal ministry for collection and coordination. Three channels are running:

• Institutional donations of Rs 1 crore or more are being received by Finance Minister Dr. Swarnim Wagle himself through the ministry’s single-window — Rs 27.33 crore arrived that way in one six-hour stretch on Thursday.
• Bank deposits and QR payments go straight into the fund’s accounts at the listed banks — every account number and the official QR sheet are in our donation guide, and the government’s online portal pmdrf.nchl.com.np takes domestic and international cards.
• Individual cash can be handed in at the ministry directly.

The scam warnings were not theoretical: within days, police reportedly detained a person for circulating a personal-account QR in the relief fund’s name, and Dharan’s mayor publicly flagged a fake fund QR carrying a party’s account. Check the recipient name on every QR before paying.

One more official warning: the Prime Minister’s Office has cautioned against unauthorised collection drives run in the fund’s name. Money for the fund goes into the fund’s own accounts or the ministry’s single window — not into any group’s hat, however sincere it looks.

The people’s column: Rs 1.96 arba by QR

The corporate cheques get the photographs. This table is the other half of the story — Fonepay QR collections, 26–31 August, and it is almost entirely ordinary people paying from their phones.

Three things jump out. The average donation is about Rs 245 — this is pocket money, at national scale. The peak was 27 August, the day after the flood, when 3.4 lakh people paid in a single day. And the curve has fallen every day since — a reminder that attention fades faster than need does.

Within that Rs 1.96 arba, roughly Rs 1.90 arba came from domestic QR, with Rs 3.29 crore via NPCI (India/UPI), Rs 1.55 crore person-to-person and Rs 1.31 crore through Alipay+ — the cross-border rails we described in the donation guide genuinely worked.

Fonepay’s collection is reported separately and is not inside the Rs 7.15 arba bank-account figure.

International assistance pledged so far

Pledges announced by governments and agencies, together worth roughly Rs 34 arba. These flow through government and agency channels — none of it is inside the fund’s Rs 7.15 arba. Currencies are listed as announced; we do not merge them into one rupee total.

Behind these sit the INGOs already working on the ground in kind — Oxfam (water and sanitation), Save the Children and People in Need (relief kits and tents), ADRA, Plan International, Islamic Relief, Mercy Corps, Helen Keller International, Handicap International, United Mission to Nepal, BlinkNow and BBC Media Action (generators that put flood-area community radios back on air). Their supplies never touch any cash ledger, but they are the relief people actually receive first.

Money already moving out: NDRRMA and the Home Ministry released district cash on 12 Bhadra — Rs 1 crore each to Rasuwa and Nuwakot, Rs 50 lakh to Dhading, and Rs 6.75 crore across 15 municipalities, plus 32 truckloads of supplies. That is disbursement, separate from the fund totals above.

What these numbers do not include

Three exclusions matter before anyone quotes a “grand total”:

1. Foreign government and multilateral assistance — now itemised in the section above — flows through separate channels and is never part of the fund’s deposit totals.
2. Red Cross and NGO donations. Money given to the Nepal Red Cross, IFRC and community fundraisers is real relief, but it never touches the PM fund’s ledger.
3. In-kind relief. Kumari Bank’s Rs 39 lakh of supplies, and the trucks of goods moving from municipalities and businesses, are outside the cash count.

Read the fund totals carefully

Two figures are circulating and they answer different questions. The flood-response collections themselves crossed Rs 5.04 arba by Saturday midday (from Rs 3.05 arba a day earlier and Rs 1.91 arba in the first 36 hours), with a further USD 1.8 million sitting in the dollar accounts. Fund-balance figures quoted elsewhere additionally include roughly Rs 2.17 arba that predated the flood — keep the two apart when you quote a number. Quoting the balance as if it were all flood donations doubles the story.

And one more trap: headlines saying “Rs 1.81 arba deposited in the PM Disaster Relief Fund” are being reshared as if current. That reporting is from last year’s Asoj floods, dated Kartik 2081 inside the article. Check the date before you share — during disasters, old numbers travel faster than new ones.
