Moved permanently from one ward to another? Your family record hasn’t moved with you unless you completed migration registration (बसाइँसराइ). It is a two-step process — and stopping halfway is the most common mistake.
What Migration Registration Actually Is
It transfers your family record (लगत) from one local registrar’s area to another when your permanent residence changes. It is not for temporary stays for study or work — it moves your permanent record.
Two steps: (1) obtain the record-transfer / “migration out” document from the old ward, and (2) register “migration in” at the new ward so the record is entered there. Taking the paper but never submitting it leaves the process incomplete.
Do This Before You Start
All family members’ vital events — births, marriages, divorces and deaths — must be up to date in the old record. If someone’s name is missing, a deceased person still appears alive, or a marriage was never registered, fix those first. This prevents an incorrect family record arriving at the new ward.
Documents at the Old Ward
- Citizenship of the head of family or the notifying adult (18+) member
- Record transfer / migration form per the schedule
- Birth certificates of members under 16
- Citizenship or available government ID for members 16+
- Marriage, divorce and death records of family members, as applicable
- Selling property is not a mandatory condition — but documents showing the basis of the permanent address change may be requested
Documents at the New Ward
- Original record-transfer / migration certificate from the old ward
- Citizenship of the head of family or informant
- Proof of the new permanent residence — property, landlord relationship, residence recommendation or other locally accepted evidence
- Copies of family members’ birth certificates / citizenship
- Photographs, tax/property or other local documents per the citizen charter
Step-by-Step
- Verify all members and vital events are correct in the old family record.
- An adult family member notifies “migration out” at the old ward.
- Check the original transfer letter, seal/signature and reference number.
- Register “migration in” at the new ward with the original.
- Submit new permanent-address proof and all members’ documents.
- Once the family record is entered, check every member’s name, relationship, date of birth and marital status.
- Register any subsequent vital events at the new ward.
Can One Person Migrate Alone?
Yes — the whole family need not move. Where family vital events are up to date, an adult (18+) member can act as informant for a single-person migration. Cases involving only minors, guardianship disputes or family separation may require additional consent, a court order or guardianship evidence.
Deadline and Fee
Registration within 35 days of the permanent move is free; after that the current fee is Rs 200. Cases where both wards’ digital records align move quickly; old manual records, district changes or mismatched family details take longer to verify.
